They have the option of lost or found but it is just as easy to have a page for each
Once the form is filled out and they press enter, another page would pop up showing dogs they are holding and a list of all counties in case they wanted to scout out near areas.
NOT their identity but the description and general area would be published, so others might be in that area. Locations can be printed as Google Map links. Clicking on them gives a street view of the area where they came up missing. No thinking needed, just by entering any address in the area would create the map link for street view.
If a owner learns a stranger is holding their dog, they should have them drop it off at the shelter or meet at a fire station
