Start at your county animal shelter
The creation of a state wide database would allow people to search the surrounding counties for their dogs.
It took me a couple of hours to click through different county shelters in search of found pups (not claimed or for adoption) When people lose their dogs, the shelter might not be open and there is no link for them to see if their dog is there or a link to report them.
When people live near a county line, their pup could have wandered there ... so click, click, search for links.
The concept of the master link page is to quickly search and report lost / found dogs.
Some shelters use a county, state domain or no domain at all. Some have nothing but links to their county offices.
What I suggest is Google Free utilities that your local high school computer teachers could check out, maybe even improve.

When I was looking to adopt, it was a matter of searching for shelters in surrounding counties an then looking for their links.
Creating a network of counties using the same web page format will connect them for easy information exchange.
Your county shelter staff could kick the ball around with others. I found the Ohio County Dog Warden <> FB page. They might be a good hub.
