I use facebook here, but it applies to all social media platforms.
There must be millions of post about lost or found animals every day.
In order for anyone to see the post they must be a member of some group or friends with those who do the posting.
Even if they are conneted to such, they would have to be viewing that platform when posted.

Buy, sell,trade, community, historic, club Unrelated Facebook Groups .. people post about lost n found animals in these groups also. Group admins can't watch all post n these are accpted by lots.
When people post about some topic, often other members will chime in and give them suggestions. With a top post like this, new info would be funneled into the photo data base from all sources.
Avoiding gobs of moot post
People can be connected to groups or others with out being bombed with an array of post
Facebook groups with the same agenda can link together.
Facebooks can share post to Instagram as soon as they are posted.
Facebook post can be shared with Google Blogs
Before posted, it would be a simple case of search and replace,
Wierd looking but easy to replace key words to be adapted in similar blogs.

Google Group post can share post with Google Blogs
I (old guy) do not have an internet phone or what the page displays look like. Most everyone does and any computer instructor, knows how to make the displays on phones appear right.
I do not know how to configure blog forms to email after they are filled out.. but lots of others do.
Reports to blogs can be shared by e-mail (notifications) to facebook, twitter and Pinterest.
Google blogs are free. Once the html for the blog is created and debugged, the html can be copied and pasted into blogs others create.
Step by step instruction for the google theme to be selected and the gadgets blogs would contain.
Goal everyone contributing to the lost/found or looking for it could post in any of these places and all results would appear in the same blog.
People searching could be notified of the latest report and see the reports posted by every one involved in the network.
The network fb group would not allow discussions, likes, chatters but down to business. It would be connected to a sister group that does exactly that. People sharing the same interest are essential.
The county shelter would not be connected to the group, but share their info about dogs in the shelter.. or group members might post from the shelter's page.

Google dogs "friends of" such might be interested in forming the network.
They could create a non profit organization "pupfinders".. whatever, adopt a logo and set it up like others.
(I do not make $$$ at anything I do.. just play, but)
If the organization agreed they could allow animal relted ads on their pages). I can imagine lots of businesses who service or sell animal things would place their ads there.
If you know any computer instructor (junior high up) you can ask them about such coding. .
