There are so many websites, apps, organizations, social media and groups that take part in animal welfare goals.
IF they have a web page, IF they have an app, IF they have a social media platform.. they aint Santa Clause.

Pages that do not have ads are not doing it for free. The more visits to their sites the more money they earn.

Government internet sites.. hmm the people who work for the government are making money, the tax payers are paying for those sites.

Those who paste ad widgets earn money from them.

If people connected with any web portals pay taxes with the assistance of that web presence, That presence that the public clicks on is not a gift but it is a paid service.

Social media group publishers mostly do what ever to share their interest, but the platform (twitter, reddit, facebook, tick tock .. ) the people providing that platform are earning millions.

Internet help sites are a marriage between business and the public that has things to share .

Those who run interactive sites must protect personal information given to them by the public.

In the case of animal welfare, we share a common cause.

Paid animal sites, groups, pages are not essential to creating a network. Every one of them are totally dependent on the public who find, look for and share their information. 

The animal welfare group (some catchy name) could setup their network with the same kind of utilities that cost thousands of dollars to develop.. but for FREE

The network not to be a replacement but a hub for the public and businesses that promote the same cause.
What ever the chosen name, logo .. those who shared the goals could post logo as an affiliate on their web pages.

SORTING OUT STUFF

* Personal info from contributors to be protected

I don't want to see all the missing dog reports.

* Show me those with in a particular distance, found after mine came up missing, female, . dwindle it down to those who might be my dog. having a search criteria (not much different than on a used car website)

*  If a dog is claimed, remove them from the listing. Using a standard form in the example of (50) would generate the required data.

With such a network created, everything every county shelter, humane society, social media group, dog search group... those who lost a dog could look on one shared photo site and view all of them.

(Integrating with Google groups) all the same could be shared .. in addition

Someone with a lost dog could sign up to look at the pictures and chose to receive mail (can be turned on or off) If any time a new post about a found dog fitting their critic would pop up in their email in a matter of seconds.

Tax exempt groups have trademarks and register some type of forms. Such could be an animal rescue network.


Here are a few pet finder apps 

Pups posted in Petfinders are also found in other sites. Same guy who is in the county shelter page.
Petfinder has one of the apps/ I think they are affiliated with Purina. I thought they might be a business with the clout to create such software.. Placing the network logo on their dog food packages.|
As people clicked on the page their connection would be good publicity and helpful to those looking for lost/found pups.

Trustworthy because if who created.  
The list of giants that might endorse and support the project... hmmm
